This project aims to analyse the conditions for the emergence and organisation of a cross-border labour market in the Aquitaine-Euskadi-Navarra region. In particular, the existing legal and technical tools aimed at coordinating systems for organising the labour market on both sides of the frontier, as well as instruments for cross-border cooperation between institutions in charge of employment, occupational training, and social protection, will be inventoried, analysed, and compared. This analysis will also explore the possibility of consolidating existing coordination mechanisms, or even developing harmonisation instruments to provide a legal framework for cross-border employment (e.g.: possibility of cross-border, sectoral, collective-bargaining agreements). More fundamentally, the project aims to contribute to reflections on building European social measures, starting on a local scale, based on the hypothesis that cross-border work constitutes a laboratory of specific, yet relevant, experiences.
